Ensure that kdeclarative is updated when switching between repos
The 'kdeclarative' package in Frameworks is the only one that is
directly dependent on the version of the 'qt5' packages.
When switching from 'latest' to 'testing' this package requires
a mandatory update so we enforce it here.
